Help me understand NHL playoff scheduling

What the H is going on with scheduling the 2nd round? Caps v. Pens and Lightning v. Islanders are known, and yet the league can't release (or even decide?) when they are going to play? Are they really waiting for the other two 1st round series to end before they announce this?
